Can my friend get this information?

8 months ago, my friend fell and severely broke her leg at her neighbors house. There was a wobbly step and she lost her footing. She has had numerous surgeries and will need more in the future. She's unable to work or do much of anything without being in severe pain. She attempted to get some financial relief by getting the neighbors homeowners insurance information and seeing if they would pay for her medical bills. The neighbors refused to give her any info. She went to the courthouse and got the mortgage company info and called them. They also refused to give her the homeowners insurance info, saying they would have to speak with the homeowner first and get their permission to release the insurance company's name so she can file a claim against it for medical payments. Is there anything she can do to get the homeowners insurance information? I thought this was also public information like the mortgage information was. Any suggestions and help would be great.
